3、投标人资格要求： Qualificationrequirementsofbders: 投标人应具备的资格或业绩：（1）对于国外、境外投标人，根据该国（地区）的法律在经营所在地注册的有关证件；（2）对于国内投标人，提供投标人的企业法人营业执照、投标人的医疗器械经营企业许可证（代理商作为投标人适用）、制造商的医疗器械生产企业许可证（国外制造商除外）。（3）满足政府采购法第二十二条相关规定，且需在黑龙江省政府采购网注册供应商并通过审核。（4）供应商参加政府采购活动近三年（2016年-2018年）没有重大违法记录及不良信用记录：没有被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单、没有被国家工商行政管理部门列为严重违法企业名单，提出书面说明； The qualifications or performance that the bder should possess: (1) the relevant documents of the foreign and overseas bders, registered in the place of operation in accordance with the law of the country (region); (2) the business license of the corporate legal person of the bder, the business license of the bder, and (3) the twenty-second relevant provisions of the government procurement law.
